New York has a stop and frisk policy. The police can stop and frisk anyone they are suspicious about. On the Upper East Side of Manhattan, 20 of 100,00 people were arrested for possession of marijuana. In Brownsville, that number is 3,100 per 100,000. The top precincts for marijuana arrests average 2,100 per 100,000 people. Those areas are 90 percent nonwhite. The lowest precincts average 67 arrests per 100,000 people. Those areas are about 80 percent white. The police say that the stops mirror the crime in those areas, though non-whites are 15 percent less likely than whites to be packing heat. This looks like a case of Walking While Black. However, since many arrests are for marijuana, the police may just be dramatizing Mayor Bloomie’s aversion to smoking.
